The Las Cruces City Council will meet at 1 p.m. Tuesday, Feb. 21, 2023, in Council Chambers at City Hall, 700 N. Main St.
City Council will consider the adoption of an Ordinance authorizing the issuance and sale of as much as $12,150,000 of City of Las Cruces, New Mexico State Shared Gross Receipts Tax Improvement Revenue Bonds, Series 2023. If the bond sale is approved by Council, the proceeds will be used for the construction, purchase, acquisition, and improvement of roadways and public facilities projects.
The City Charter authorizes City Council to borrow money by ordinance and the City is authorized by State Statute to issue revenue bonds. Issuing the bonds at this time allows the City to maintain the current bond cycling schedule which is designed to provide infrastructure financing with a stable and predictable debt service level.
The Council also will consider adoption of an Ordinance that would amend the City’s Procurement Code. The City's Purchasing Program is recommending changes that should improve and facilitate the procurement process for City staff and vendors by being more responsive and easier to use.
The changes consist of, but are not limited to, format changes to the Procurement Code that add and clarify definitions, revise authorized exemptions, and increase the threshold for competitive public procurement. The proposed changes in the Procurement Code were presented to the City’s Finance Select Committee for review on Nov. 1, 2022.
