The Las Cruces City Council will gather at 1 p.m. Monday, Dec. 2, 2019 for a regularly scheduled meeting at City Hall, 700 N. Main St. The meeting will be televised live on Comcast Cable channel 20. The meeting will also be streamed live at the View Event link and will also be available on the City’s Facebook page.

Among items to be discussed and considered are:

Resolution No. 20-072: A resolution authorizing the City of Las Cruces to submit a grant application and approve a cash match commitment for the grant award for the following project: Branigan Cultural Center Historic Building Restoration; Granting agency: National Parks Service (NPS), Institute of Museum and Library (IMLS), and the National Endowment of the Arts (NEA); Grant application due date: December 10, 2019; Grant request: Up to $350,000; Cash match required 1:1 or up to $350,000; Total request amount up to $700,000; and to place a preservation covenant on the property, to protect the federal investment and characteristics which made the property historic.

Resolution No. 20-073: A resolution approving the City of Las Cruces’ top capital outlay project priorities for the 2020 New Mexico legislative session.

Resolution No. 20-076: A resolution approving an extension of the agreement to employ William F. Studer, Jr. as Interim City Manager.

Resolution No. 20-077: A resolution approving the City Art Board’s recommendation of artist to create and install a public art piece in the Las Cruces City Hall lobby.

Council Bill No. 20-009; Ordinance No. 2901: An ordinance amending Chapter 14, Human Rights, Article III. – Minimum Wage, Section 14-62 of the Las Cruces Municipal Code, (LCMC) 1997, as amended.

Council Bill No. 20-011; Ordinance No. 2903: An ordinance amending the Las Cruces Municipal Code (LCMC), Chapter 2, Article IV, Division 3, Subdivision XVI, Sec. 2-582 to 587, to add a new nonstandard board, the Historic Preservation Commission.

Some of the resolutions or ordinances on the Consent Agenda that possibly could be discussed by the council include:

Resolution No. 20-070: A resolution approving a reimbursement agreement between the City of Las Cruces and Sierra Norte Development, Inc., for construction of neighborhood parks and trails located in the Metro Verde South Phase 2D, Metro Verde South Phase 3C, and Red Hawk Estates Phase 1 subdivisions in amounts not to exceed $353,185.25, $67,401.00, and $155,727.00 respectively.

Resolution No. 20-071: A resolution authorizing placement of a “Suffrage Centennial Marker” in Pioneer Women’s Park, 500 W. Las Cruces Ave., Las Cruces, New Mexico, if awarded to the League of Women Voters of Southern New Mexico (LWVSNM) and/or the General Federation of Women’s Clubs (GFWS) Progress Club by the Pomeroy Foundation of New York Suffrage Centennial Historic Marker Grant Program.

Council Bill No. 20-010; Ordinance No. 2902: An ordinance amending the Las Cruces Municipal Code (LCMC) to add a new Chapter 40, et seq., Entitled “Historic Preservation Districts and Landmarks.”

Council Bill No. 20-012; Ordinance 2904: An ordinance amending the Las Cruces Municipal Code 1997, Chapter 23, Article 3, Section 23-26 Entitled “Police Service Aides.”
