The Las Cruces City Council will conduct a regularly scheduled meeting at 1 p.m. Monday, March 2, 2020 in Council Chambers at City Hall, 700 N. Main St.
The meeting will be televised live on CLC-TV, Comcast Cable channel 20. The meeting will also be webcast live and will be accessible at the “Live Stream” link here and on the City’s Facebook page.
Among resolutions and ordinances to be discussed and considered by City Council are:
Resolution No. 20-110: A resolution approving a real estate purchase agreement between the City of Las Cruces and Gary & Ginger, Inc. for the purchase of a 2.212-acre parcel of land at 991 W. Amador Ave. for the purchase price of $1,320,000 in accordance with provisions of Las Cruces Municipal Code 1997, Section 2-1312 and amend the City’s adopted Fiscal Year 2019-2020 budget and the Capital Improvement Plan for a total amount of $1,320,000.
Resolution No. 20-111: A resolution adopting the Las Cruces Public Art Master Plan.
Council Bill No. 20-021: Ordinance No. 2913: An ordinance amending the Las Cruces Municipal Code 1997, as amended, Sections 2-1113 through 2-1116 to establish the Health; Housing; Quality of Life; and Transportation, Sustainability and Infrastructure Police Review Committees, respectively, within Chapter 2, Article IV, Division 9, Policy Review Committees Division of the LCMC.
Ordinance No. 2915: An ordinance to repeal and replace the existing Las Cruces Municipal Code (LCMC) 1997, as amended, Chapter 27, Article VII, Sections 27-12-7-9 and 27-12-7-9.2, with new versions to permit the use of recreational off-highway vehicles on city-owned streets pursuant to a state law exception.
Among items on the Consent Agenda are:
Resolution No. 20-107: A resolution authorizing the City of Las Cruces to continue an agreement with the South Central Council of Governments (SCCOG) for Fiscal Year 2019-2020 and each subsequent year thereafter for as long as the City remains a member of SCCOG and to provide an annual membership fee of 15 cents per capita based on the most recent decennial U.S. Census.
Resolution No. 20-108: A resolution approving a Community Development Block Grant agreement and a Home Investment Partnership Recoverable Grant agreement between the City of Las Cruces and Mesilla Valley Habitat for Humanity for the acquisition and new construction of single-family affordable housing units.
Two Notices of Proposed Ordinance will be presented to City Council for a first reading. There will be no public discussion. A councilor may ask city staff for clarification on the proposed ordinances. The proposed ordinances include:
Council Bill No. 20-024; Ordinance No. 2916: An ordinance authorizing a Local Economic Development Act Project Participation Agreement between the City and Natural Releaf, LLC, and entering into an intergovernmental agreement to serve as fiscal agent for the State of New Mexico’s participation of $600,000 in the project.
Council Bill No. 20-025; Ordinance No. 2917: An ordinance authorizing a real estate purchase agreement between the City of Las Cruces and Ubaldo Grajeda and Edgar Grajeda, doing business as Grajeda Farms, for the sale of 129.956 acres of municipally owned land located northwest of Hatch, New Mexico for the purchase price of $375,000, in accordance with the provision of Las Cruces Municipal Code 1997, Section 2-1312.
