Regular City Council Meeting

The Las Cruces City Council will conduct a regularly scheduled meeting at 1 p.m. Monday, March 16, 2020 in Council Chambers at City Hall, 700 N. Main St. The meeting will be televised live at 1 p.m. Monday on CLC-TV, Comcast Cable channel 20. The meeting will also be webcast live and can be accessed by clicking on the “Live Stream” link here, and on the City’s Facebook page.

Resolutions and ordinances for discussion and consideration by the Council include:

Resolution No. 20-122: A resolution approving an agreement with David Maestas as Interim City Manager.

Resolution No. 20-124: A resolution authorizing the City of Las Cruces to submit a grant application; and approve a cash match commitment for the grant award for the following: Project name: Fiscal Year 2020 Bus and Bus Facilities Grant Program for transit maintenance and operation facility; Granting agency: Federal Transit Administration; Grant application due date: March 30, 2020; Grant request: $5,395,811; Cash match required: $1,348,953; Total request amount: $6,744,764.

Resolution No. 20-125: A resolution to modify the Klein Park Conceptual Master Plan.

Resolution No. 20-126: A resolution approving a full cost option for utilities Solid Waste Rate charges.

Council Bill No. 20-024; Ordinance No. 2916: An ordinance authorizing a Local Economic Development Act Project Participation Agreement between the City and Natural Releaf, LLC, and entering into an Intergovernmental Agreement to serve as fiscal agent for the State of New Mexico’s participation of $600,000 in the project.

Items on the Consent Agenda include:

Resolution No. 20-112: A resolution to appoint members to the Health Police Review Committee.

Resolution No. 20-113: A resolution to appoint members to the Housing Policy Review Committee.

Resolution No. 20-114: A resolution to appoint members to the Quality of Life Policy Review Committee.

Resolution No. 20-115: A resolution to appoint members to the Transportation, Sustainability, and Infrastructure Policy Review Committee.

Council Bill No. 20-025; Ordinance No. 2917: An ordinance authorizing a Real Estate Purchase Agreement between the City of Las Cruces and Ubaldo Grajeda and Edgar Grajeda, doing business as Grajeda Farms, for the sale of 129.956 acres of municipally owned land located northwest of Hatch, New Mexico for the purchase price of $375,000, in accordance with provision of Las Cruces Municipal Code 1997, Section 2-1312.

Three Notices of Proposed Ordinances are on the agenda for presentation to the Council for a first reading. Note: There will be no public discussion; and a Council member may ask staff for clarification on the proposed ordinances.

Council Bill No. 20-026; Ordinance No. 2918: An ordinance repealing Ordinance No. 2846 related to a revocable license agreement between the City of Las Cruces and WNM Communications.

Council Bill No. 20-027; Ordinance No. 2919: An ordinance authorizing the execution and delivery of a $5,200,000 loan agreement for street improvement projects and paying the costs of execution of the loan agreement with such loan agreement, to be secured by a lien on the first quarter percent increment of Municipal Gross Receipts Tax and the Hold Harmless distributions associated with the first quarter percent increment of Municipal Gross Receipts Tax.

Council Bill No. 20-028; Ordinance No. 2920: An ordinance authorizing the execution and delivery of a $3,700,000 loan agreement for flood control infrastructure improvement projects and paying the costs of execution of the loan agreement with such loan agreement to be secured by a lien on the fifth quarter percent increment of Municipal Gross Receipts Tax and the Hold Harmless distributions associated with the fifth quarter percent increment of Municipal Gross Receipts Tax.

Special Work Session

The Las Cruces City Council will conduct a Special Work Session immediately following the regular City Council meeting on Monday, March 16, 2020. The work session will be in Council Chambers at City Hall, 700 N. Main St.

The work session will focus on one item:

  1. What resources are available to help the local workforce affected by coronavirus shutdowns.

Closed Meeting on March 17, 2020

The Las Cruces City Council will conduct a Closed Meeting at 8:30 a.m. Tuesday, March 17, 2020 in Administrative Conference Room 3608, City Hall, 700 N. Main St.

The purpose of the Closed Meeting is:

To discuss limited personnel matters regarding the City Manager interviews, which is closed pursuant to NMSA 1978, Section 10-15-1(H).

9 a.m. – Gregory Martin.

10:10 a.m. – Veronica Soto.

11:20 a.m. – Kenneth Young.

1:20 p.m. – David Dollahon.

2:30 p.m. – William Studer.

Closed Meeting on March 18, 2020

The Las Cruces City Council will conduct a Closed Meeting at 8:30 a.m. Wednesday, March 18, 2020 in Administrative Conference Room 3608 at City Hall, 700 N. Main St.

The purpose of the Closed Meeting is:

  1. To discuss limited personnel matters regarding the City Manager candidates, which is closed pursuant to NMSA 1978, Section 10-15-1(H).
