On March 27, city council approved an emergency declaration ordinance that provides the mayor and mayor pro tem the authority to take immediate action for the protection of life and property, and for the preservation of public peace, safety, health, welfare, and for the continuity of efficient government operations. The ordinance allows the council to authorize limited action in response to an emergency situation and to exercise their emergency powers through a proclamation. The term of the proclamation is three days but can be extended for up 14 days at a time.
On April 7, the mayor issued an emergency proclamation so that the City may have the potential to receive reimbursement for funding and programs from the Federal Emergency Management Agency (FEMA) based on qualified expenses as federal assistance is ordered. The emergency proclamation was set to expire at noon on April 10. On April 10, city council extended the term of the emergency proclamation by 14 days to expire on April 24.
The newly extended emergency proclamation will run concurrent with the governor’s executive order 2020-022 so long as the executive order is in effect or by separate action of the city council rescinding the mayor’s emergency proclamation, whichever occurs first. https://www.governor.state.nm.us/wp-content/uploads/2020/04/EO_2020_022.pdf
Also, today, City Council unanimously approved a public comment resolution for virtual meetings during an emergency. The resolution allows for the mayor and/or city clerk to receive emails and the mayor will read them during the meeting. The emails for specific items should include the resolution number as well as the participant’s name for the record. Other emails not related to a specific resolution will be read during public participation. The mayor may limit the number of emails he will consider during each meeting and the emails must comply with the city manager’s social media policy(Attached). Additional guidelines will be published and sent out with each agenda. The mayor and city clerk will today begin accepting public input by email for the May 4, city council meeting at:
