[ARCHIVED] Special City Council Meeting to Focus on COVID-19

The Las Cruces City Council will conduct a Special Meeting via video conference at 9 a.m. Friday, Oct. 30, 2020.

The meeting will be televised live on CLC-TV, Comcast Cable channel 20. It will also be live online at clctv.com and at YouTube.com/clctv20.

City Council will consider approval of an extension to the term of Mayor Ken Miyagishima’s Emergency Proclamation 2020-06, which he issued at 4 p.m. Monday, Oct. 26, 2020. The Las Cruces Municipal Code (LCMC) authorizes the Mayor to proclaim that a state of emergency exists in the City, after consulting with the emergency manager, chief of police, or fire chief.

Mayor Miyagishima invoked LCMC Sections 9-35 through 9-41 to preserve the peace, health, welfare, and safety in the City of Las Cruces, specifically calling for the following actions:

  1. That previous Emergency Proclamation 2020-05 and the requirements of that proclamation shall remain in effect.
  1. That all City indoor recreational facilities be closed for the next seven days. However, the closures do not include the City’s Regional Aquatic Center which currently adheres to the State of New Mexico COVID Safe Practice guidelines.
  1. Increased security and enforcement at the Las Cruces Farmer’s Market to ensure that all entrants wear required face coverings, in accordance with All Together New Mexico COVID Safe Practices.
  1. The City of Las Cruces shall allocate resources that will facilitate safe compliance with the Governor’s Executive Orders, the State of New Mexico Emergency Public Health orders, and the City of Las Cruces Emergency proclamations. This includes the enforcement of face-covering requirements at public outdoor facilities and in private businesses.

This Proclamation became effective at 6 a.m. Oct. 27, 2020.

Previously, on April 7, 2020, an Emergency Proclamation was issued by the Mayor and was extended and approved by the City Council on April 10, 2020, and again on April 24, 2020. All Emergency Proclamations have been in support of and have reiterated Gov. Michelle Lujan Grisham’s Executive Orders tied to the public health emergency created by the novel coronavirus disease, also known as “COVID-19.”

The Governor’s Executive Orders, the Emergency Public Health Orders, and the City of Las Cruces Emergency Proclamations have been implemented as emergency measures intended to slow the spread of COVID-19 and to reduce the potentially devastating effects of the disease.

Additionally, an update on COVID-19 will be presented to the Council during the Special Meeting.
