[ARCHIVED] City Council to Conduct a Work Session on January 11

The Las Cruces City Council will meet via video conference at 1 p.m. Monday, Jan. 11, 2021 for a work session.

City Council will discuss the City of Las Cruces’ proposed Consolidated Plan (Con Plan) for the period of 2021 to 2025. The City, as an entitlement community for the Community Development Block Grant (CDBG) program and a participating jurisdiction for the Home Investment Partnership (HOME) program – both funded by the U.S. Department of Housing and Urban Development (HUD), must develop and adopt a five-year plan that identifies the community development and affordable housing needs that the City will attempt to address during the plan period.

The plan has been developed in accordance with HUD regulations. The proposed Consolidated Plan corresponds with the City’s fiscal years 2022 to 2026.

Crescendo Consulting Group (CCG) was selected as the consultant to assist the City with the development of the Con Plan. Eight public forums were held in November and December to gather public input on future housing and community development needs.

Crescendo Consulting Group has been conducting research and compiling data to help assist with the development of the Con Plan. The work session will be an opportunity for consultants to present and discuss the plan’s development process with City Council.

The results from research and data collection will allow CCG and City staff to identify priority needs and develop goals to best direct federal resources available to serve low-moderate income Las Cruces residents.

Additionally, the Council will also receive a presentation regarding a comprehensive review and analysis of leases, rates, and fees at Las Cruces International Airport. The review and analysis began in 2020 as part of ongoing improvements that were being made at the airport.

The Economic Development Department contracted services with airport consultant DuBois & King to conduct an evaluation of all leases and rates at the airport. The research included reviewing existing leases and rates for facilities, land, and commercial landing, among others.

The results and recommendations from the consultant’s report will be presented and reviewed. The process included a public input period, including a presentation of this work before the City’s Airport Advisory Board, and a public input meeting.

Also, at Monday’s Work Session, the Council will review the City’s Utility Terrain Vehicle (UTV) Ordinance. On March 20, 2020, City Council approved Ordinance No. 2915, which authorized the use of UTVs on City streets, pursuant to New Mexico state laws.

On June 1, 2020, City Council approved Ordinance No. 2930 which repealed and replaced Ordinance No. 2915 to amend the definition of a UTV, enumerate areas where UTVs are prohibited from being driven, and requiring a City permit to operate a UTV.

On September 21, 2020, City Council, again amended the UTV ordinance to eliminate conflicts within the ordinance that precluded a number of UTVs that were commercially owned. Monday’s work session review will allow the Council to discuss impacts of the ordinance and to get guidance on any potential additional revisions.

The work session will be televised live on CLC-TV, Comcast Cable channel 20. The work session will also be available online at clctv.com and at YouTube.com/clctv20.
