[ARCHIVED] City Council to Meet for Work Session on April 12 and a Special Work Session April 13

The Las Cruces City Council will meet at 1 p.m. Monday, April 12, 2021 via video conference for a Work Session.

City Council will discuss a proposed initiative that could limit single-use plastic bags in Las Cruces. Among some of the potential benefits of such an action are that it could help decrease litter and reduce residents’ exposure to the harmful effects of microplastics.

During the past year and a half, the City has formed a stakeholder advisory committee and has reached out to various community groups to discuss limiting the use of single-use plastic bags in retail settings. Stakeholder meetings were conducted and consisted of defining single-use plastic carryout bags, retail establishments, reusable bags, paper bags, and various detailed requirements, exemptions, and timeframes for enforcement.

City staff members will present an update and the next steps for the Council’s consideration will be discussed.

Also, at Monday’s Work Session, the Council will discuss the Water and Wastewater Impact Fee allocation. The proposed allocation between builder, customer, and rate base was presented to the public and comments were received from January 14 through Jan. 29, 2021. This was presented to the Capital Improvements Advisory Committee at its regular meeting in January 2021.

Information and updates were sent to developers through the City of Las Cruces Community Development Program. Monday’s work session will update City Council on the comments received during this public outreach event.

Also Monday, the Council will be provided with an update from the City’s COVID-19 Task Force.

Prior to the Work Session City Council will meet via video conference at 11 a.m. Monday in a closed meeting. The closed session is to discuss the purchase, acquisition, or disposal of real estate, which is closed pursuant to NMSA 1978, Section 10-15-1H(8). Additionally, the Council will discuss the regularly scheduled quarterly performance evaluation of City Manager Ifo Pili, which is closed pursuant to NMSA 1978, Section 10-15-1H(2).

Immediately following Monday’s Work Session, a brief video conference meeting will be conducted by Mayor Ken Miyagishima and City Clerk Christine Rivera to set the agenda for City Council’s regularly scheduled meeting on April 19, 2021. The Agenda Setting Meeting will be available online at YouTube.com/clctv20.

City Council will also convene via video conference at 3 p.m. Tuesday, April 13, 2021 for a Special Work Session. The Special Work Session will only be available online at clctv.com and at YouTube.com/clctv20.

At the Special Work Session, City Council will review and receive feedback on the draft preferred development scenario for the East Lohman Avenue Development Plan.

Sites Southwest has prepared the draft preferred development scenario in consultation and input from City Council, the City’s Planning and Zoning Commission, City staff, stakeholders, and interested parties. Additionally, a virtual public design charrette was conducted in December 2020 by Sites Southwest that resulted in three potential development scenarios. The three scenarios were then further analyzed for the development of the preferred development scenario.

This preferred development scenario will be presented at the joint workshop to obtain further input in plan’s common gathering areas and space, transportation circulation, and land use character zones and design standards.
