The Las Cruces City Council will meet via video conference at 1 p.m. Monday, April 19, 2021 for a regularly scheduled meeting.

City Council will consider adoption of a Resolution approving a contract not to exceed $9,173,003, plus New Mexico Gross Receipts Taxes, to Jaynes Corp., of Las Cruces, for general construction services of the Animal Services Center of the Mesilla Valley (ASCMV) New Adoption Center, which will also include the Rinconada and Burn Lake dog parks. The project is part of the $36.5 million General Obligation (GO) Bond Project approved by Las Cruces voters in 2018.

The ASCMV New Adoption Center and the Rinconada Dog Park will be at 3551 Bataan Memorial West. The Burn Lake Dog Park will be within Burn Lake Park, at 855 Amador Ave. Construction of the new adoption center and two dog parks is expected to be completed in about a year.

On Nov. 6, 2020 the City’s Purchasing Section issued Request for Proposal No. 20- 21-056 and received four proposals for the project. The proposals were reviewed and evaluated by the City’s Selection Advisory Committee and the committee recommended the award to Jaynes Corp.

Updated information about all GO Bond projects is available online at: https://www.las-cruces.org/1892/General-Obligation-Bond-Projects.

Also, at Monday’s meeting, the Council will consider the adoption of an Ordinance that would repeal and replace Chapter 8, Article II, Campaign Code of the Las Cruces Municipal Code, 1978, as amended. Repealing and replacing the section would align it with changes that have been made by the New Mexico Secretary of State.

With adoption of the Local Election Act and implementation of Ranked Choice Voting, the 2019 city election made for different circumstances and conditions, including more candidates. After a review of the Campaign Code, it was ascertained there was no real accountability regarding the filing of financial reports.

In making this change, the New Mexico Secretary of State's Campaign Finance guidelines were reviewed and compared to Chapter 8 of the Las Cruces Municipal Code. There were some differences in definitions, contribution limits, and fundraising, which will be added. These changes were presented to City Council at its March 8, 2021 Work Session.

Additionally, the Council will consider the following agenda items at Monday’s meeting:

  • A Resolution requesting a one-year extension to update the Public Safety Development Impact Fees while continuing the collection and expenditure of Public Safety Impact Fees under the current fee structure through June 30, 2022, and to amend the City’s current fiscal year budget.
  • An Ordinance repealing and replacing Division 17-Building Standards of Chapter 30, Buildings and Building Regulations of the Las Cruces Municipal Code, as amended, and to adopt the 2015 Uniform Plumbing Code, as amended, and the 2015 Uniform Mechanical Code, as amended.

The agenda for Monday’s Council meeting is available online at: https://lascruces.civicweb.net/Portal/MeetingInformation.aspx?Org=Cal&Id=210

Monday’s City Council meeting will be televised live on CLC-TV, Comcast Cable channel 20. The meeting will also be available online at clctv.com and at YouTube.com/clctv20.
