[ARCHIVED] City Council to Meet April 26 for TIDD Board Meeting, Work Session

The Las Cruces City Council will meet via video conference at 1 p.m. Monday, April 26, 2021 for a Tax Increment Development District (TIDD) Board of Commissioners meeting and for a Council Work Session.

The TIDD Board meeting will be conducted first, with the Council Work Session to follow shortly after the TIDD Board meeting is adjourned.

Three items will be discussed during the TIDD Board meeting: TIDD operational overview, current TIDD funded projects, and proposed future TIDD funding recommendations. The TIDD Board agenda can be found online at: https://lascruces.civicweb.net/Portal/MeetingInformation.aspx?Org=Cal&Id=278

At Monday’s Work Session the Council will receive a presentation and then discuss El Paso Electric Co.’s $20 Million Economic Development Fund. El Paso Electric has announced its commitment and funding of $1 million annually for the next 20 years for economic development projects and entities.

The fund has been established at the Community Foundation of Southern New Mexico. A board of advisers which includes John Hummer, Ed Camden and Jerean Hutchinson will review applicants and award funding. Monday, the board will provide City Council with more details regarding the fund and answer questions about the initial awards of these funds.

Additionally, City Council will discuss the proposed Fiscal Year 2021-22 budget and Capital Improvement Plan for City government, which begins July 1. As required by the Las Cruces City Charter, the budget shall provide a complete financial plan of all City funds and activities for the upcoming year.

The budget shall show in detail all estimated income, indicating the estimated property tax levy, estimated tax revenues, and all proposed expenditures. It shall also show comparative figures for actual and estimated income and expenditures of the current fiscal year.

The proposed budget presentation during Monday’s Work Session will include five sections:

  1. The Fiscal Year 2021-22 Operating Budget Summary.
  2. The proposed Technology Improvement Plan for City government.
  3. The proposed Infrastructure Capital Improvement Plan (ICIP), which will include a City staff presentation of proposed and planned projects.
  4. City Council priorities.
  5. City Council comments and questions.

The TIDD Board Meeting and City Council Work Session will be televised live Monday on CLC-TV, Comcast Cable channel 20. The two events will also be available online at clctv.com and at YouTube.com/clctv20.

Before the TIDD Board meeting and Work Session, City Council will meet via video conference at 9 a.m. Monday for a Closed Meeting. The Council will discuss threatened or pending litigation, which is closed pursuant NMSA 1978, Section 10-15-1H(7).

Immediately following the City Council Work Session, Mayor Ken Miyagishima and City Clerk Christine Rivera will briefly meet to set the agenda for the May 3, 2021 City Council meeting. The Agenda Setting Meeting will be available online at YouTube.com/clctv20.
