Leeann Demouche has been selected as the new Director of Financial Services for the City of Las Cruces.
Demouche began her career with the City as a Water Conservation Coordinator with Las Cruces Utilities in 2011. She has also served as the Rate and Economic Analyst Manager, Fleet Administrator, and Chief Budget Officer.
Since June 2021, she has been the Interim Director of Financial Services. Demouche's work history prior to the City of Las Cruces includes work for governments, Texas A&M University, and New Mexico State University. She also previously held a position with the Utilities Board, serving a four-year term as the board's first chair.
Demouche says all of her positions within the city have had challenges, but she is especially proud of how she worked with the Fleet Services staff to build up the expertise of the team and helped to address management and financial concerns.
"I didn't know anything about fixing vehicles, but during the time at Fleet our team accomplished becoming financially sound, and we improved efficiencies,” Demouche said.
She moved to Las Cruces in 1989 from Corpus Christi, Texas where she was born and raised. She has two daughters and will be celebrating her 40th anniversary with her husband, Billy, next year.
Demouche has a master's degree in Economics from NMSU.
