The City of Las Cruces has issued a Request for Qualifications (RFQ) for a development partner for a permanent supportive housing project that will be built as an extension to the Mesilla Valley Community of Hope (MVCH) campus. The property to be developed is at 1101 W. Amador Ave.
The City, in partnership with MVCH, requests qualifications and proposals for participation in the development of a new affordable housing community on 4.8277 acres adjacent to MVCH. The City will consider the needs of the project, the experience of the developer and any associated qualifications, competencies, ability to implement the project, and to limit risk to the City while working to ensure success of the project.
Permanent supportive housing (PSH) is a proven solution to homelessness for the most vulnerable people experiencing chronic homelessness. PSH is an intervention that pairs housing with case management and supportive services and is generally targeted to people who are chronically homeless or highly vulnerable because of chronic disabilities. It is intended to end their homelessness and improve well-being by ensuring they are stably housed. PSH has been shown to be an effective intervention for people who have multiple barriers to finding and maintaining stable housing

The deadline for submitting proposals is no later than 4:30 p.m. June 30, 2022. All Requests for Qualifications must be submitted to the City by the due time and date.

In 2020-2021, the City purchased two adjacent parcels. The 2.212-acre property at 991 W. Amador Ave. is under renovation for a new food pantry facility. The 4.8277-acre property at 1101 W. Amador Ave. was purchased for the development of affordable housing.
The MVCH Master Plan pending Council adoption provides some guidance for the development of this parcel to create a quality, innovative, affordable housing development that will be conscious of the surrounding campus, clients and services and will meet the needs and desires of the City. It is anticipated that redevelopment of the existing site could result in a new building, or buildings, that contain from 60 to 150 rental units.
The City’s Council’s Strategic Plan and Elevate Las Cruces encourages the development of affordable housing as noted by the following list of goals and policies:
- CP-7 Attainable Housing: Provide affordable, clean, and safe housing options for all residents regardless of income.
- CP-8 Special Housing Needs: Ensure that the housing needs of traditionally underserved populations are met.
- CP-9 Housing Diversity: Provide a diverse range of housing options to accommodate residents at all stages in life.
CP-11 Underserved Populations: Develop and support programs that aid traditionally underserved populations.
