Roy Collins is a native of Galveston, Texas, where Juneteenth originates. He served several years as an in-house attorney at The University of Hartford, Idaho State University, Texas Southern University and Chrysler Corporation.
Collins also served The Texas A&M University System, where he was Assistant Director for Intellectual Property for the System's Texas Engineering Experiment Station. In 2019, he joined New Mexico State University as its General Counsel and Chief Legal Officer.
Collins obtained his professional start in the aeronautic and aerospace industry as an engineer with General Dynamics Corporation and McDonnell Douglas Corporation, having received a Bachelor of Science degree in Mechanical Engineering from Southern University (Baton Rouge). He resumed his studies, earning a juris doctor degree from the University of Houston Law Center, and then a Master of Laws in Intellectual Property from The John Marshall Law School (Chicago).
Collins is a published author and frequent speaker on the subjects of intellectual property, technology transfer, electronic commerce, communications law, free speech, negotiation, contracts, and diversity. These engagements include presentations made to professional audiences in Arizona, California, Connecticut, Florida, Georgia, Idaho, Illinois, Kentucky, Maryland, New Mexico, Ohio, Texas, and West Virginia.
